Expanded Department Applications

We rebuilt the website application flow so each department has its own deeper and more relevant review path.

• Added role-specific deep-dive question sets for Staff, LAPD, EMS, and Business applications.
• Increased validation depth so low-effort answers are filtered before submission.
• Improved reviewer context by including role question set metadata in the payload.
• Aligned the form structure to support future additions per department without rewiring the page.
